A Sioux Falls man has been sentenced to federal prison for failing to register as a sex offender, according to an announcement from United States Attorney Ron Parsons. Chief Judge Roberto A. Lange of the U.S. District Court sentenced Willard Menard, 61, on December 1, 2025.
Menard received a nine-month federal prison sentence that will be served consecutively to his current two-year state prison term. After completing both sentences, he will also serve five years of supervised release and must pay a $100 special assessment to the Federal Crime Victims Fund.
According to court documents, Menard was indicted by a federal grand jury in May 2025 and pleaded guilty on September 2, 2025. He had previously been convicted of a federal sex offense and was required by law to register as a sex offender and keep his registration updated with county officials. Authorities said that from early January through April 2025, Menard knowingly failed to comply with these requirements.
The U.S. Marshals Service investigated the case, and Assistant U.S. Attorney Jeremy Jehangiri prosecuted it.
Following his sentencing, Menard was returned to state custody to continue serving his existing sentence. Once completed, he will be transferred into federal custody for the remainder of his sentence.
The prosecution is part of Project Safe Childhood, an initiative launched by the Department of Justice in May 2006 aimed at combating child sexual exploitation and abuse nationwide. The program is led by U.S. Attorney’s Offices and the DOJ’s Child Exploitation and Obscenity Unit, which prosecute offenders and work to identify victims.
