A Sioux Falls man has been sentenced to federal prison for failing to register as a sex offender, according to an announcement from U.S. Attorney Ron Parsons. U.S. District Judge Karen E. Schreier sentenced Kyle Allen Felicia, 43, to two years and six months in federal prison on January 26, 2026. After his release, Felicia will be subject to five years of supervised release and must pay a $100 special assessment to the Federal Crime Victims Fund.
Felicia was indicted by a federal grand jury in November 2025 and pleaded guilty on December 22, 2025. He had previously been convicted of a federal sex offense and was required by law to register as a sex offender and keep his registration current with county officials.
Authorities stated that between mid-August and November 2025, Felicia knowingly failed to fulfill his registration obligations.
The case was investigated by the U.S. Marshals Service and prosecuted by Supervisory Assistant U.S. Attorney Connie Larson.
Felicia has been remanded into the custody of the U.S. Marshals Service to serve his sentence.
“This case was brought as a part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse, launched in May 2006 by the Department of Justice,” according to the press release. “Led by the U.S. Attorney’s Offices and the DOJ’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who exploit children, as well as identify and rescue victims.” More information about Project Safe Childhood can be found at https://www.justice.gov/psc.
